Africa has the expertise. We build the delivery
Expertise only matters when it can be delivered.
Africa's institutions do not lack ambition or expertise; they lack the infrastructure that connects the two. Etincel builds that infrastructure: vetted experts, standing coordination capacity and donor-ready reporting, run as one operation that turns mandates into results.
A network of verified experts
A specialist is more than a CV. We vet sector experts across the continent, verify their credentials and delivery history at source, and keep them contract-ready, so institutions engage proven capacity rather than promising paperwork.
One team across the whole delivery chain
Every programme is unique, but none should be run from scratch. Our ISO-certified processes and established country networks move each mandate along a proven path, with donor guardrails built in and a single accountable team driving every step.
Reporting built in, not bolted on
Documentation is where programmes stall. We build the record during delivery, not after it: compliance embedded throughout the engagement, so every deliverable stays aligned to the funding agreement and closure arrives audit-ready.
What sets us apart, what partnership looks like, and how to join a multi-national team built around delivery.
How we began
Etincel Consult was founded in 2012 to close the gap between donor ambition and ground-level delivery in Africa.

Our leadership brings together two decades of programme coordination and direct experience inside the institutional environments we serve. Since 2012 the team has managed logistics, venue sourcing, interpretation and compliance documentation for the European Union, GIZ, United Nations agencies and the African Union, across more than ten markets and always within the procurement, security and reporting standards those institutions require.
That experience is organised into four functions. Programme coordination sequences multi-stakeholder events from concept to close-out. Vendor and venue management maintains a vetted supplier network in every market where we operate. Compliance and documentation keeps each engagement aligned with donor procurement and reporting rules. Language services ensures interpretation, translation and bilingual materials meet the standard institutional audiences expect.
For clients running complex, multi-country programmes, the result is simple: one point of accountability instead of a patchwork of local contractors.
We are headquartered in Addis Ababa, the diplomatic capital of Africa and home to the African Union, IGAD and UNECA, with offices and field presence across the markets where our clients deliver.
